This promised traffic sounds very fishy especially given the promised time frame.

Yes, you will get 10,000 hits, but you will not see a single conversion out of it.
They might indeed have a network of medium quality spammy sites, then when user clicks on an enticing picture or banner(for example those smiley face ads), they get taken to your site.

That would be the best case scenario.

Worst case scenario, it is completely scripted traffic.

With very high possibility, it is scam! I know there is kind of low quality traffic by hits exchange program...
