I have just begun submitting my sites and have learned that repeated submissions can get your site denied entry. Can I check to see if my site was successfully submitted before attempting it possibly again?

I wrote because I know that multiple submissions can be at the cost of being listed, at all. So what I need to know then is how can I check whether or not I have already made a submission to a particular pace? Many of the submission sites overlap.
To address your second point, I understand that links will eventually get you discovered, but sites quickly fall in position. Since I cannot resubmit my site, how do I update my site so as to try and bring up its position?
