Today Title tags are generally written for visitors to know what the page is about.
So to describe a page if you use such words ( “ in the ”) in title tag then there should not be any problem. Although these words are termed as STOP Words which are ignored by spiders.

In the past title tag were of importance IMO now they should be written for visitors, having your keywords in them will be beneficial.

There's no problem if a title tag has a stop word/s as long as your target keywords could be found there. Your page visitors, as well as the search engine spiders could detect what the page is all about thru title tags with or without stop words...
