Would HTML Code Cleaner help me rank higher?

Did you try the free tool and it told you that you have errors? 99.9% of errors are not a factor in rankings. If your site is visible when you viewit on the screen then most probably search engine can see it too. If you post your UL here, maybe we can see it and someone will tell you if it is ok. I wouldn't pay for that tool. If you are using a 3rd party web design softwar esuch as Dreamweaver or Frontpage then you should not errors. Only if you are handcoding you might have errors, which if you are, then you must know a little to be able to fix your errors.

you can try some PPC for traffic...it may be cheaper than your money invested in SEO...
