Fastclick offers the type of PPC that you are looking for; however, I think that they require a $1000 min per campaign.

You can also take a look to AtlasOnePoint. Also, Overture has released a Search Optimiser System which is free and integrates all PPC campaigns in one. But it's not available yet in every country.

Depends on how much traffic you want to generate.
Fastclick offers good pricing with a lower traffic amounts when compared to Google Adwords. Adwords is the big player.
