Google wont penalise for this reason. Any how, I would suggest you to do Article Spinning, instead submitting the same content in different article.

Way back when Google panda is not yet existing, you can post the same article to different article submission sites. But now, as panda exists, you can still submit your article, but make sure that it has been revised. Maybe after every 10 posts will do.

you can submit an article to n no. of article directories. But it would be better if you stick to high PR article sites only.
