I don't think it's necessary. Yahoo gives much traffic than MSN. But still, Google gives more traffic than the two.

To optimize your site for MSN, you need to pay special attention to your META description and keyword. Surprisingly, it has changed its algorithm for years. Also, a keyword-rich domain certainly help your MSN rankings.

I dont think optimizing for MSN is worht the effort....you shall optimize for Google and then you will rank well in MSN as well. And if you dont, it's not a big deal because optimizing for MSN hurting Google ranks is not a wise choice.

Google gives more traffic

Optimizing with solely MSN in mind is not a good idea as it is Google that gives most of the traffic but MSN algo could also be taken into account with a little effort.

What I've noticed on MSN/Bing is the new site are in more favor to rank, as well as the presence of keywords in the title and url are major keys to rank higher.

Yes, I agree.. I've noticed that bing focuses on on-page optimization....

My website's ranking when top spot for a while for a portfolio page with minimal text....

I think they value the percentage of the targeted keyword on the page text.

I only get very minimal traffic from MSN (now Bing). I'm not also that familiar with its algorithm. Focusing on Google is the wisest path to take.
