By submitting your links to them you can link to other websites. You can also email the owner of the website and have a link exchange with them. Sometimes it depends when the owner of the site will agree to put your link on them or they will put a link in your website too.

you can email or notify to the blog or website owner that you want to have link exchange with his website and that you will put and use his website/blog as your referral link.
