Well I'll Go for a Complete On Site and Keyword analysis then will do necessary optimizing after that I'll go to build backlinks from top and relevant sites only. The things you shared is true but without giving it a check up no activity will give good result thats why prefer Analysis first before building backlinks and watch the competitors backlink.
