What Should I Choose Between Highly Relevant but Low DA (17) Website or High DA Website (50) for Building a Backlink?

Choosing highly relevant but low DA sites than 17 is compromising link quality according to me. You may go for sites that are at least greater than 30 to 40 DA

You should choose high DA website for getting SEO backlinks because relevancy from a low quality site doesn't matter. http://www.4mark.net/story/1322236/best-seo-company
