To get quality links just submit your site in directories, update content regularly, prepare blog, submit articles & use proper keywords. There is no need to submit your site in search engines, when you submit your site in directories, search engines automatically find you & list you.

Quality link choose a relevant site to link with please avoid gray bar site.

that was the links that you submit your site or used your site. the popularity test measures on the quality of related links and site with no follow. google filter the inbound links of the site and removed the unrelated links.
