You can avoid illegal clicks by checking your sites' back end. If you see too many clicks from a same IP, it can be an illegal click. So, you can go ahead and ban that IP from your site.

what if someone use proxy?

I don't think there is now a tool that can check invalid clicks on your ads. Only google can track that invalid clicks.

You can prevent illegal clicks marking the end of their site again. If you see too many clicks from one IP address, may be illegal in one click. So you can go ahead and ban that IP for your site.

If you are using Google AdSense on your website you can track visitor clicks on your AdSense ads using Google Analytics reports. These new reports in Analytics have enough details to help you exactly measure AdSense performance on every single page of your website.
