Three requirements
need to have at least 1 client (set up in my client center)
need to have client center set up for 90 days
total spend must be at least $1,000 for 90 day period
need to pass a google advertising professional exam

Perfect Answer. Just missing one important thing that you must have met and/or be maintaining all requirements concurrently to become a Qualified Individual. So, if you have not yet passed the Exam by the time you reach the 90-day minimum managed spend requirement, you must still be maintaining that spend level (at least US$1,000 - or your local currency equivalent) when you pass the Exam.

I also want to take up the test. But I'm still noob when in comes to PPC. I think i need to enhance my knowledge first before taking the exam.

You can also choose to display your ads on content sites in a growing network of Google. And you can select the exact content placements where you did like your ad, or you can let contextual targeting match your keywords to content.
