My website recently made a leap at google...

... after I built many new backlinks by submitting to directories. The count of backlinks was 16 and now 44 (which doesn't show up yet on the google sites I checked, but I know this via tools). Actually the PR did not increase as to now, but is predicted for going up from 3 to 4.
So folks, SEO does work.

Actually it's going up and down at the moment
- new links seem not always show on all the google sites.

Yeah but thats how it happens, the new links will eventually get where they need to be, it all takes time and patience!

Building back links is important but not the only way Google asigns PR. You will likely need more then 44 backlinks to be noticed by Google.

How often are backlinks revised. Meaning how often do they change.

For a PR 7 to link back to a PR 0 will loose them credibillity with Google. So how many PR 7 pages do you know that would link to a PR 7 without using the "no-follow" code, in which case the PR 0 will not benefit from the link anyway.
