That's pretty much it, they go around and nomally post meaningless comments on blogs to gain backlinks for increased SERPs.

I always wondered because I now have a couple blogs and Im getting lots of spam comments. I assume if someone is willing to spam me there must be a reason and the only thing that makes sense is that because they link back to themselves they must be trying to boost their ranking.

Yep, they may help in their search engine rankings. :p

It may be counted as backlinks, but if you do excessive posts, it may result to blog spamming

Yes you can comment on blog and put a text link it will count as a backlink.
