The best way is to sign up for free directories and use link exchange sites. You want to be able to choose who links to your site so make sure and not pay for sites that give you one way links. This way when your site gets a lot of traffic, you will be able to get requests instead of giving them. You can also pay for some inbound links with high PR sites but it can become very costly, so stick with the exchange sites and keep the sites relevant.
