Yahoo and MSN 1 Google nil

If a site is ranked number one for a search term on MSN and Yahoo but is not even listed in the top one thousand on Google does that mean it's been band for that search term?
What's puzzling me is that the site sometimes appears in the 8 hundreds and 9 hundreds... so IF it has been band then why does it sometimes appear?
This is driving me crazy any help would be appreciated.
