Not really understand your question. Please clarify.
If you ask about applying alt tag and anchor text, you have to keep them relevant to your major keywords. If that's what you asked.

seems like a vague question...BTW alt tags are used in images while anchor tags is for hyperlinks. Both are used in on-page optimization

Alt tag and Anchor tag,both have different uses.Aira is saying right.
